Adding Tools to the Toolbar

I just switched from Mac to Windows, and I'm having to relearn a lot of things. One feature I had on Windows was that several of my tools from my library were pinned on my toolbar. I can't seem to do that in the Windows version. I see the option is there when I right-click on a resource in my library, but it's grayed out. Is there anything different I can do?
