Icons are white

I have 14.1.2 on a Macbook with Sequoia and the icons on the menu bar are black as is the text  for the pane heading that includes the version, font size adjustment, interlinear, and perform tasks icons. However on the computer with Tahoe all those are white. Themes are the same (Canyon)

Is this a Tahoe issue?
