Issue: When there are no notes for a verse, the notes panel will jump back to the section heading

Reproduction rate: 100%

Occurs on: Android version 2.2.3 (13728), Windows 14.1.2

Reproduction steps:

1. Open Accordance on Android or Windows Desktop
2. Go to Matthew 11 in the NIV New International Version 2011 with G/K Numbers and Phrase Tagging
3. Open a parallel pane with the NIV (2011) Notes
4. Scroll through Matthew 11 to Matthew 11:3 observing the transitions in the notes.
5. Scroll to Matthew 11:4
6. Observe
7. Scroll to Matt 11:11
8. Observe the notes panel

Result: The notes panel jumps from Matthew 11:3 back to the title of the section (Jesus and John the Baptist)

Expected result: The notes panel should stay at Matt 11:3 rather than jumping back to the section heading.

  It happens to me, too, on my iPad 10 running iOS 18.6.2 and Accordance 3.5.2 for iPad (the beta, I believe).  For me the shifting happens verse 8 (of Matthew 11) is at the very top of my screen:
